Please see below and attached notification about transfer cargo via PEK/CTU.

Plz find enclosed new transfer policy instructions issued by the customs in Beijing and Chengdu. Some of the details are still in communication with the customs by service dept. Plz understand the related contents first. In case you have any questions, please contact Mr.Lai huainan( laihuainan@airchinacargo.com)

According to the Decrees of General Administration of Customs, and requirements of Beijing and Chengdu Customs , must be declare HS Code, Commodity Description (in Chinese), Piece, Weight, Price, Currency Name and other information to customs when the transit goods through Beijing or Chengdu to other city in China.
Otherwise, the transportation can not be completed.
To this end, the shipper or sales agent must be provide the airline with the above information in order to successfully complete the customs declaration and continue the transport.

Please also attach one copy of the issued Import Transfer Cargo Declaration Information Form outside of your documentation envelope to the MAWB.

The handling procedures of imported cargo via PEK or CTU station

一、Departure stations handling requirement
（一）for shippers or sales agent
1. The 《Import Transfer Cargo Declaration Information Form》shall be attached to the AWB (Including E-AWB ), see attachment 1, hereinafter refer to as declaration form, and to ensure accuracy ,completeness and timeliness of the declaration form. The signature column could be filled out by hand and the other columns can not.
2. The declaration form shall e-mail to relevant department within 1 hour of the flight departure.

Imported cargo via CTU station, pls ask Brainway
1）The declaration form is applicable to one AWB and the e-mail shall be sent as well.
2）The subject for the e-mail should be AWB number.
3）The Declaration form is EXCEL format and the document name shall be showing by AWB number.
4）The contents of the declaration form sent by e-mail must be consistent with the contents accompanying the AWB.
3. Airlines will not be liable for the following situations such as lack of declaration form, incomplete or inaccurate information or delays during transportation, etc.
4. The customers shall pay for the demurrage fees caused by the lack of declaration form, incomplete or inaccurate information. (The demurrage fee will be incurred if Customs procedures has not been finished within 14 days after flight arrival, and the cargo could not be released unless demurrage fee was paid.)

（二）Office or station
1. ACC offices shall be responsible for notifying the relevant requirements to local sales agent.
2. ACC offices shall nominate personnel to contact with transfer station.

二、Handling procedures of PEK station
（一）PEK station will key in the QP system according to the declaration form when relevant in-bound handling procedures was finished.
（二）The original AWB will be forwarded to the Customs to go through the formalities after system entry activities was done and receipt was received as well.

三、Handling of abnormal circumstance
（一）If any abnormal circumstance happened, the related stations or personnel will be informed by e-mail.
